I tried the a couple Volvo dealers and they don't think they can get a stainless steel replacement exhaust kit. If stainless steel is not available who is the best source for a quality exhaust system. I like to avoid the likes of Midas and Spartan as their pipes rust out in a couple years.

I was under the impression that the exhaust on a 960 WAS stainless. What year is your car? You're right about not wanting to go with Midas/Spartan, because their priority is to make as much money off you as humanly possible. They'll weld everything together, not use proper clamps, use cheap parts, not bend pipes correctly, etc. FCP Groton carries 960 exhaust parts now. Perhaps you can find somebody trustworthy that will put them on for you.

My 960 is a 1992 from RI. They didn't use stainless steel exhausts then and there.
