OD will not engage 900 1993

First Volvo,940 turbo and I can't get the car into fourth gear. (the little arrow is on the dash). OD relay was out, sent away for a new one, new one in, new fuse in, still disengaged. Hard to tell if switch on shifter is working, bi-passed switch, still disengaged. Arrow still up. Does anyone have an idea to what might be wrong? Please help

    How did you bypass the switch? Are you sure you are getting the momentary 12v to the relay? When you apply 12v to the relay does it "click"?
