heating/air conditioning blower (Fan) 740-1988 700 1988

The fan stopped working for one day then it came back all by it self, worked for about three weeks now it stopped again.
I checked the fan OK, fuse is OK switch appears OK relay appears OK I have 13 VDC to the fan but whenever I attach the fan it there is no more voltage, as if there is not enough current to run the fan.
