My 240 is starting crummy, I've got to plant my foot on the gas to get it to start. When it's warm it starts great, and it runs fine once I get it started, still getting 27 mph (all highway). I'm looking for a place to start troubleshooting this, I thought I'd look at the vac hoses first, what's next? I also started to hear a slight belt squeal when I rev it up to get it out of a stall. No check engine light. Any help would be appreciated,

Sounds like the ECU isn't getting the word that the engine is cold. Figure out which temp sensor is the one for the FI system (the other one is for the temp gauge), and check the condition of the wiring. When the engine is cold, according to Haynes the resistance across the sensor should be 2100-2900 ohms; 250-300 ohms when the engine is hot.

Being an 89 with LH fuel injection you should still have a cold start injector and circuit. I dont currently have my bentley handy so I going off what I remember and think would be best to check.

The cold start injector is in the plenum, after the throttle body.
Remove the cold start injector, placing it in a can of some kind that wont be eatten by gasoline, operate the starter and see if you have any fuel spray, I doubt you will.
Then I would remove the electrical connector, place a voltmeter between the connectors or a test light to see if you have voltage there. It not investigate the cold start circuit, I will check my bentley when I get home if someone else hasnt responded.

I have the exact opposite problem, my car (82 242Turbo) starts great cold, but when the engine is warm (after sitting for 2-4 hours) it has a hard time starting. I think the thermal time switch is bad. Our cars use 2 entirely different fuel injection systems, which is why I am unsure of your case exactly.
