Yes, it's a replacement. Consider yourself lucky on two counts: Having a replacement turbo, and having the more desirable turbo. The cooling water for the turbo circulates from the regular cooling system.
I agree with Paul your car should have a second small radiator (as you correctly pointed out, a heat exchanger). However, every 240 turbo I've seen, including mine, has this heat exchanger near the battery. If you have a heat exchanger near the fuel distributor, it must be a custom add-on.
