Measuring fuel pressure? +-6lbs. with vacuum line on or off? 700 1988

I butchered an old fuel rail so I could hook up a guage to check the pressure. I checked the pressure while the engine was running. Am I supposed to measure the pressure with the vacuum line on or off? The pressure rises at idle when I remove the vacuum line.

I'm sure somebody out there knows. Thanks Guys.

The pressure is to be checked both ways. It should go UP when the vacuum hose is removed. If it does not go up, the regulator is toast.
