Got spark but main system relay will not pull in 200 86

My 1986 240 has spark and will turn over but the system relay off hte ECU will not pull in, it chatters some. Ran manual tes on relay and ECU and all checks good, Is the ECU dead?

    Chattering is probably caused by not quite enough current to pull the relay armature in. Suggest you check the connections driving the relay coil -- both sides -- quite likely a dirty/slightly corroded connector pin.
