intermittant stiff steering 200 1983

How can I diagnose a failing rack? Just recently my steering has developed a stiffness, usually noticed near extremes of left and right but sometimes just as I begin to turn. I have very minor driver's side ball joint wear and everything else looks reasonably tight. I have been carrying some extremely heavy loads lately and have been waiting for something to give - could it be the rack?
