Mine had a cold solder joint at the printed circuit board connector in the vacuum control unit. The control unit is a small (3"x3"x2") box mounted to the heater/ac plenum located under the dash -- passenger side. Pretty easy to remove and repair. Good luck.

There are three easy and cheap checks. If these fail, you are looking for big bucks.

1. Check fuse

2. Check the vacuum system. ACC is run by a vacuum system. The interior controls are operated by pneumatics.

3. Check the heater valve located near the firewall in the engine compartment, right in the middle, and behind the rear of the distributor.

My heater was not working also, the fan would blow very faintly. I pulled the wire from the heater motor up in the corner passenger side and replaced it with a hot wire that I jumped off of my lighter. Now I have contiues full speed fan in all settings. This is a stop gap measure but it works.
