Heater Fan Noise - again but..

OK, I've read a lot of comment. I am put off the work because of cost / effort, but, what is the noise, is it bearing or does the fan hit the body. It sound like the latter. The fan will run at lower than normal speed for a few seconds then slow down and stall. Would bearings do this?

If the fan is hitting the body, can one trim with a file etc, lot of effort, but no cost, I don't mind the noise, just the smell of overheated motor when it stalls.

This is a UK non AC heater fan.
