tranmission shifting problem 700 1988

The transmission will not go into 4th gear at all now that it's cold. When weather was warmer, it would shift after 15 miles of 60mph driving. The relay does work and the lower 3 gears shift ok. I changed the tranmission fluid. Any ideas?

    May be the solinoid. My mother-in-law's (89 740) went bad and acted just like that - Wouldn't click in for a few miles of warm-up, then shifted right the rest of the mission. Then when the car was allowed cooled down - same routine.
