IPD and others sell a J-shaped tool to do the shims, but it's apparently a bit more fiddly to use than the Volvo tool. You need one hand to hold it and it only holds one side at a time. Your profile says Portland. Have you called or dropped in to IPD to see if they've got a shim kit hanging around they could loan/rent you? Just because they don't advertise it, they may still have a couple with an assortment of shims.

There are tools similar to the Volvo 5022 tool that are sold for use with Euro OHV's. There's an SST brand one, model# 09248-64011, that looks very similar to the Volvo tool. I see it advertised for use with Euro OHV, Volvo Opal and Toyota, among others. You may or may not have to grind the tip a bit to fit properly, the claw is 1.1" outside width. It's typically under $50 on Aliexpress. If you shop around on Aliexpress, I see ones on sale at this very moment for $37.44 using a $1 coupon with free 2-3 week shipping to the US.

I see Kent-Moore (the people who supply the Volvo tools) sells this same tool model# for over $200.
