1993 Volvo 240: High Current Drain by bad starter motor? 900 1993

My 1993 Volvo 940 wagon runs fine however, recently, when I attempt to start it, the starter cranks slowly, if at all, without the assistance of a portable lithium-ion battery jump starter. The auto battery appears to be fully charged and displays about 14.5+ volts with the engine running which indicates that the alternator is functioning as it should. When I turn the engine off and attempt to restart it without a jump, the battery voltage drops from ~12 volts to <11.5 volts. This may indicate a current drain. Would this be a bad starter motor/solenoid or are there any other possibilities? Any advice at the earliest will be greatly appreciated!!
