I don't have the 1989 wiring diagram.
The late model 240 has some fuses by the battery.
I 'm surprised that I don't see the usual headlight fuses in the 1985.
There may be a fusible link, you'll find out from one of the 240 guru's
soon.
Besides the lamp switch, there's a step relay and a bulb out sensor that need
checking.
If you intend to do electrical troubleshooting, get your hands on the
Volvo wiring diagram & fault tracing book for your model year.
Nothing else is remotely close!
Someone should be able to give you the Volvo part #.

These books were around $25-35 new from Volvo, and worth every penny.
You might find one at Ebay or Abebooks, or used book sites.
If you're lucky you might find it online after lots of searching with uncooperative search engines.
They'll send you first to their proxy sites where they'll offer to sell it to you.
