Hope you're well and stay so. Yes. The "small steel balls" and "the shiny steel rods" are part of the track system.
According to the parts diagram in Volvo VADIS - a superseded parts and repair database - he bearings are not "replaceable', i.e., the two tracks (upper and lower) are not meant to be separated
The lower track is the part through which pass the bolts, that secure the track to the floor pan. The upper track is a flat plate, to which the chair is bolted. The steel bearings allow the upper track to move smoothly along the lower track.
At either end of the lower track there should be "dampers", Volvoese for stop blocks that keep the upper track from sliding too far to the front or the back. These stop blocks were installed at the factory, once the assembler had put the upper track into the lower track.
I suspect the "dampers" have been removed. That allowed the seat to "over-travel", which allowed the bearings and the rods to "get loose".
I've never dismantled a seat track, so do not know how to put back the bearings, so that the track works smoothly. As however, the bearings were inserted at the factory, there must be a way to replicate this.
Look at a seat that has in place the stop blocks. That will show you how the bearings and the rods (bearing keepers) should be emplaced.
