Specifics:
1989, 245, MANUAL transmission, 392k miles on the car.
About a week ago I noticed that my upshift arrow for my transmission no longer came on. Upon further inspection, I also noticed that the light no longer lit up when I turn the key to KPII.
I replaced the bulb and it now lights when I turn the key, BUT does not illuminate when I drive the car.
I've inspected the cluster, and all appears to be fine.
I've Ohmed out the wire from the cluster to the ECU, and that is fine.
I've replaced the ECU maybe thinking that function, might be broke, however it still did not work. Now that doesn't eliminate the ECU, but I find it hard to believe that it too would be bad.
Now, I know I shouldn't worry about the light not working, however, I'd like to understand why it no longer works.
Any insight into this dilemma is greatly appreciated.

I was trying to find proper wiring diagrams to help follow your shift indicator problem. The manual transmission shift indicator doesn't seem to be well covered in the green manual electrical wiring diagram, but I finally found something in the OzVolvo technical archive that may help with your troubleshooting and the discussion here in case you need it. This 1985 manual is as close as I can come to your 1989. Your wiring should be similar.

(you may need to hit that link a couple of times or copy/paste it into your browser to get it to work or type the TP number into the OzVolvo search field)
The Gear Shift Indicator (manual trans) is covered on pages 111-112 (the pages aren't numbered)
The Combined Instrument Cluster (VDO & Yasaki) is covered on pages 103-104
I like your thought about that loose blue wire at instrument cluster connector 32/6 that you're pursuing at the time of my writing here. If that doesn't pan out then my tendency would be to go back and use a meter to re-check things and see if you can isolate the problem a bit better. Looking at the 1985 schematic, it's that Y-R wire shown on the single spade connector (#34) on the back of the cluster that I'd want to make sure is okay, that the ECU is trying to pull that signal to ground to illuminate the lamp and that the traces on the circuit board near that spade connector aren't cracked. On your 1989, from what I can tell, that will be a violet wire that goes from connector 34 to ECU connector pin 26. If you're probing at the ECU connector, be sure to probe at the side of the connector to prevent contact damage.

You've already done everything I can think of, so the only suggestion I can offer is to go over what you've done since replacing the light bulb. Otherwise, I stand to learn something from your mystery when you solve it.

So here is what I believe to be the problem with my upshit arrow not working.
Connector 31, pin 6 will not seat properly and comes out.

I noticed this blue wire after replacing the cluster today, but before I go further here is what I've done to date, BUT before I placed the original post.
After replacing the bulb, the upshift arrow light no longer lit while shifting through the gears, though it did flicker once before I posted the original post. I did have to remove connector 31 to make this bulb replacement happen.
With that being said, I decided to replace the entire cluster with one of my spares so that I could rule it out. The spare that got put into the car today was the original one that I pulled out a few years ago because the high beam light stopped working. The problem with that was the connection from connector 31/3 to the bulb had a crack in the trace, so I repaired it today with a wire, so this cluster now completely works.
So back to the problem.
The prong that holds the blue wired connector into connector 31 has broken off and will no longer stay in place and once you put that connector back in you can not fully seat it, so this MAY be the issue, but trying to use the original connector at this point in time is not going to happen.
So I took my spare cluster apart to trace this pin out to find where it goes as my intent is to splice in a spare wire to bypass this problem.
The wire comes from connector 233/pin 1, which comes from the speed sensor, and also is where you plug in the cruise control. This wire also runs back to the ECU via connector 31/6 which I believe explains why the upshift arrow doesn't work because it is not getting a signal back from the speed sensor to the ECU to tell the upshift arrow to illuminate.
So with that in hand, I attempted a crude splice from the cruise control connector to the blue wire now hanging out outside of the connector. However this did not fix the problem, but my fix may not be very robust and the connection may be spotty at best.
I've stopped for the day, but wanted to get this post out and get any feedback that might state that I'm going in the right direction, although, I don't believe there to be any other direction to now go in.
Any comments or thoughts are greatly appreciated.

that annoying ARROW on my 87 5spd only rears its head when I disconnect the battery for some work that requires a disconnected battery.
Upon reconnect I get that "Volvo Notice" to shift-up as soon as I pull out to the driveway.
I have read, but cannot cite the page/link.--- and have done as advised, it works.
to wit: after power(battery) disconnect...reset the Up-Sf(h)it prompter by driving in 1st--- 20MPH or more....the light will come on--- THEN Shift into the next gear***** at the 'limit speed that you choose'---the light will come on in the next gear when it reaches that 'limit'---which I understood to mean REVS.
The AI(yeh early AI) will have learned where you want the Reminder Arrow to go on.
So if you Don't want to see it prompting you, wind it out in 1st before you shift---Italian Tune IT(setting the REV Trigger)... and the ARROW will be gone until you undo that Positive terminal cnnxtion.

Thanks for all the information, I greatly appreciate it!
After my last post of finding the blue wire not connected properly, I took the car out again and now noticed that my cruise control was no longer working.
Dang it!
I then went through and trouble shot the entire cruise control system and everything checked out.
So going back over everything in my head the only thing that makes any sense is that the speedo is malfunctioning.
I replaced the cluster with another one of my spares and sure enough, the up shift arrow came on.
I then went about removing and replacing the circuit board that controls the speedo/odometer, and all is now well in the world.
This is the second speedo/odometer PCB that I've replaced. The first one stopped moving the speedo motor, and now this one has stopped sending the "taximeter" signal out to the ECU. Granted the car is 32 years old, so stuff like this is bound to happen, so just thankful that I could fix it rather quickly.

Hi,
Maybe the shift up program works from a signal from the ICU and not the speedometer.
The ICU communicates with the ECU for timing variations in program for coolant temperature and knock sensor adjustments.
I say this because, when mine worked on my 1986 wagon, with the MPG option!
It did seemed to be RPM and LOAD sensitive.
Its ICU has a vacuum diaphragm to sense loads.
The 1989+ got a different EZK and CPS system that sits side by side under the glove box.
I’m sure they are hugging and snuggled up to work together.
I’m surprised to hear that the MPG feature was continued into 1989!
When observing the light it seemed to be RPM related but I would noticed a few seconds of lag variations, so it moved the shift point around a little bit if I played with the pedal!
The light indicated a shift when I was still interested in going up to the next gear with some momentum, so it would not feel as if I would be lugging a little.
The system was lacking some sensibility to compensate for a grade going up on the increase or the car being loaded differently.
I considered the whole thing as a nuisance feature and took the bulb out! Tape works too!
I still don’t care fir service reminders lights built on mileage only.
By the nineties we got blessed with a cursory or cussed at “CEL” that scares people off their wallets for smog inspections.
Later on they went to making ECU programs to “adapt” to a drivers habits. Supposedly to raise mileage ratings but it came with its baggage of learning quirks for those engineers.
Happy hunting the diagrams for that signal wire!
It’s got to have one or two because of the CPS system.

Check owners manual. There's a procedure to re-calibrate the upshift arrow by driving it.

Yep, that has no effect. There is no light indication when following that procedure.
I've gone through 3 - ECU, all 951's, all with the same result.

Check the switch at the clutch pedal. If its not adjusted properly or is broken, the upshift light won't reset.

That was a great idea, and I checked it out, however it is fine.
If the switch was adjusted correctly my cruise control would not work, and well it does, so I'm still batting a thousand.
