I have started a restoration of a 65 544 and am taking the windshield out. Do I have to cut out the rock hard r7bber?

If you're trying to save the windshield and the trim, yes, cut the rubber.

New seals are available.

use a piano wire. cut a small incision in the rubber pass it through & carefully use a sawing motion to stay close to the metal & make a complete circle to pick it out
