Count yourself one of the fortunate ones if you have received 2/3 of the value of parts ordered. From personal experience, he knows how to manipulate the Pay Pal dispute resolution mechanism. He will respond to emails requesting delivery status updates, proffering various reasons for the delays. At the point that the transaction exceeds Pay Pal's limit on dispute resolution he stops responding. Pay Pal has greatly extended the limit for initiating a dispute. It used to be something like 45 or 60 days and it now looks like 180 days which makes this modus operandi more difficult for him. If you haven't exceeded the 180 day limit, I would immediately initiate a dispute with Pay Pal for the undelivered items (or your credit card if that is what you used). If he fails to deliver the remaining items in 20 days after initiating the dispute you can initiate a claim with Pay Pal or your credit card company.

These are all specialist vintage Volvo parts suppliers that I have used and they have been reliable suppliers. There are probably others; but, I haven't used them.
I have been there, done that and didn't get the Tee Shirt - although not into him for the amount of money that you have dropped. That was about 8 years ago and it looks like things have not changed. Whenever I see someone on a forum asking about VPD products I try to point them in another direction, any other direction.
