Brake pedal does not return 120-130

I have a 68 122S. I modified it years ago to a 140 power brake set up. It has worked well for years. This week I found the brake pedal would remain engaged. I suspected the booster. I replaced the booster with a new one. Same result. With the engine off I can pump the brakes and the pedal returns. Once the engine is running, the brakes remain on. I did notice the fluid reservoir was half way down so I topped it off. Still no dice ! Any thoughts ?

Bad master cylinder?? I seem to remember this happening on one of BMW 2002’s many years ago but can’t remember the cause.

Can a stuck non-return valve give this problem? The one in the hose from manifold to servo. Fitted the wrong way round?

It worked fine for years. Nothing changed until this week when the brake pedal would not return and brakes remain engaged. If I disconnect the vacuum by either pinching it off or shut the car ,the pedal returns normally. But the brakes are not effective this way to stop the car safely.
