Has the vacuum brake booster failed you in your 1971 Volvo 164?
There may exist rebuild kits with new valves and diaphragm. I forget 1971 164 has the ATE or the (somewhat maligned) Girling vacuum brake booster?
I though Cardone made more or less drop in vacuum booster replacement. Unsure the quality of these.
Though you may also have a rusty brake booster housing. I hope you brake fluid is clear and not black. Black brake fluid leads to seized brake calipers.
I'm unsure whether the OEM power steering pump assisting your steering would be best to assist your 164 braking. The pump and rack may be well meant for each other. Though you may have opportunity to replace aged power steering hydraulic lines as you splice in the braking hydroboost system.

I've seen articles on vacuum brake booster replacements.
Also, 164, so far as I know, did not offer hydraulic clutch with a unique reservoir or was slaved from the brake fluid reservoir. Use DOT 4 fluid. Use the Motive or like power pressure bleeder to flush brake fluid.
Though you need to adjust the cable free play at the throw out arm every so often. Recurring inspection of the cable attachment points so the cable does not brake. It may be useful to replace the cable inside the sheath. And the sheath can wear inside where the cable presses on it. I'll guess the mighty M410 or M400 behind the mighty B30?
I have no experience with power steering pump hydroboost for power assist braking in, well, anything.
