Under WOT Car feels like it hits a rev limiter at around 4k rpm

Basic information about the car:
1993 Volvo 940 Turbo Wagon (B230FT) LH 2.4
Motor had a budget rebuild that entailed the following:
All new seals on bottom and top end of the motor
New connecting rod bearings
New Rings
Turbo Rebuilt
Valves Re-Shimmed (Was causing loss of compression

So when i go WOT the car pulls correctly up to around 4k rpm then it feels like it hits a wall and wont shift until i let off the gas. I have done some reading and people say that the fuel system may be the cause? Any help would be greatly appreciated! Thanks

    Under WOT Car feels like it hits a rev limiter at around 4k rpm

    Take a look in your air cleaner. In our '90 744 TI, the foam rubber liner in the top of the filter box turned tp powder and clogged the air filter.

    Also, there is a couple of pics of animal nests in air cleaners - this is the right time of year for animal hi-jinks.

    Some people used to report the air duct just downstream of the air filter would collapse under heavy throttle. I don’t know if that was happening on either the turbos, N/As, or both.
