Start with the ground on the motor. Sometimes helps to add a ground wire from the motor to the chassis - the factory ground corrodes.

I just had a similar issue -- windshield wipers came on by themselves and wouldn't turn off - in fact, moving the stalk had no impact whatsoever. Had to pull the fuse and drive home.

Loosen/remove the 4 small screws on the gear case for the windshield wiper motor -- on the firewall, passenger side. Lightly sand the little copper tang that sticks up and makes contact with the underside of the case, and lightly sand the underside of the case where the tang hits it. Re-attach leaving one screw loose. Fashion a wire with a terminal to go under the loose screw, and ground the other end (sheet metal screw through firewall).

Art (posted above) has a great description of the probable issue along with schematics at his cleanflametrap website.

The title doesn't have all the clues. Do the wipers stop when you switch the headlights off? What is the history with this car? Is it a wagon?
