The earlier part (#3516094) and the later part (#9157699) differ in appearance (see photos on fcpeuro website, e.g., https://www.fcpeuro.com/products/volvo-power-brake-booster-940-960-s90-v90 ). These photos suggest - but certainly do not prove - that the mounting formats of each part are the same.
The earlier part no longer is supplied by Volvo. The later part is supplied by Volvo. FCPEuro supplies a re-built item for the earlier part, but a new, Bosch item for the later part.
The same master cylinder (#6819771) is specified for 1994-1998 cars (940s and 960s). Tha suggests that both booster units' "output" is the same, i.e., that they will interchange insofar as boost capacity is concerned.
Because the master cylinder part number did not change (as between earlier and later 1995 940s), I suspect that the booster part number change was driven by a change in supplier of the booster unit. A parts database shows that the earlier part cost about $770 (from a dealer, when Volvo supplied it) while the later part costs about $570. I'd guess that the price difference likely drove the supplier switch.
In short, if I had to bet, I'd bet that the two parts interchange seamlessly. The proof - or disproof - of this statement can only come from someone, who put an earlier booster into a late-model-year 1995. If you're lucky - these boosters don't seem to fail very often - a fellow board-member has done this.
