Seeking recommendation for 240 mechanic in Portland Oregon to preform a pre-purchase inspection for an out of state buyer. Hope this is the right place for this kind of question. It would be nice to find someone who is thorough and conscientious. Suggestions?

Those that now reside in the Portland OR / Vancouver WA area will have suggestions.

The very few mechanics / racers I knew when I resided there have either retired or closed / sold their businesses.

While not a guarantee of a thorough and conscientious diagnostic and repair service:

Verify with AAA in OR or WA. Check BBB. I dunno the contact info for the consumer protection agencies for the municipalities including Portland OR / Vancouver WA, and the adjacent counties, or the states of OR and WA.

OR and WA AAA and other auto clubs can perform a pre-purchase inspection, yet maybe not in a way that means colloquial RWD Volvo.

You may want to try the Oregon Volvo Tuners site for a more local view:

There is the Pacific Northwest VCOA Chapter:

I guess no Pacific Northwest VCOA Chapter website. Probably a facebook page?

Maybe you can ask local OVT, brickboard, and turbobricks members. Not that I'm volunteering anyone. You'd have to ask.

    Hope that helps.
