If both ground wires are broken through both hinges, than the electrics in the tailgate receive - volt DC (ground) through both hinges and the tail gate latch.
Not a reliable ground without the ground wire spanning the rear hatch (tail gate, or hhhwhutever you wanna call it) hinges.
If the hinges are worn, causing the tail gate to sag, with broken ground wires, it makes the problem worse.
Both grounds are broken on my 1990 240 DL wagon (245), yet I installed new hinges from a junkyard 1993 245. So all remains tights and electrics are good.
I'm uncertain the intermittent relay circuit. Or, I can't recall.

There may be articles treating problems with rear later 240 wagon wiper problems. A search of the brickboard may help.
As you are in the rust belt of SE WI-state, maybe you have wire line (wire harness) corrosion problems? Doubtful.
