Hi jimo,
Unless you already have ... and I'll guess you have ... and you have no OBD-II fault codes ....
You may want to check the relay / fuse block board or platform that is either under and behind the center console ashtray or to the right of the center conceol under the kick panel to the left side of the passenger side leg well (if you will).
Check relay function, wire harness termination where they secure to the platform and the relays bond to when you install them.

You may want to inspect and treat contacts with a dialectic grease as you have aforementioned.

Though 1994. May not be current with 1996.
Volvo Tips may lso have what you need, yet you need flash to access the files, and so, verify you flash media run time is current. Remove the older shockwave player, if you have it. No need for Java.
