93+MA draw, with the meter between the battery and ground cable, motor not running.
I had a ten MA drop from #8 fuse and a whopping fifty MA drop from fuse number one
I don't believe the fuse cover is accurate, and I'm not sure about the Bentley references.
If some one could point me in the direction of a map to this year and model's fuse layout I would appreciate it,,,, as i don't have much more hair to pull out.
Or if the Bentley's is accurate, i would also be joyous...

the only thing 1 and 8 have in common is the headlight system.

switch, step relay and the interior overhead lights, glovebox light, locking door relay

1 is linked to the radio and indirectly the heater fan switch

yellow/black out left side of the fuse 1 is the (headlight beam length control system?)

The Bentley's schematic for 92-93 is accurate for early production 93. The Mitchell map at volvowiringdiagrams.com has the late production 93 right.
