No fuel pumping 200 1993

I Picked up a '93 245 that has been sitting for over 10 years because of bad AW70 trans.. Car is has very little rust but #601 red has faded badly.
I have been trying to start the car but only get a little bit of running because of me feeding it starting fluid into the throttle body. I do not hear the fuel pumps 'kicking in' when turning over the key. I checked and even replaced the 25 amp spade fuse under the hood and have checked the codes on 2 and 6 on the OBD which indicate 1-1-1. I have cleaned the fuses & terminals at the box for #4 and #6 without hearing a fuel pump. I have jumped #4 to #6 with a alligator clip lead and have not heard a peep from either pump. Pounded lightly on tank pump and main Bosch pump. It ain't pumping fuel to the rail.
Reading the voltage at the plug in at the tank pre-pump I only get 8.12 volts. I don't think this correct, I should be getting 12 volts right? Brand new battery is reading 13.6 volts.

with a car sitting for 10 years the FIRST thing i would do before even trying to start it would to be remove the fuel sender in the tank and have a look inside. you may have a sludge filled toxic waste dump in there from degraded gas and moisture.

I took the fuel supply bung out from the tank today and found significant rust on the fuel supply stalk. The gas tank had very little fuel in it when parked many years ago. So a new fuel stalk & pre-pump are in order and also draining the tank of the gallon or so fuel I put in the other week. Then I will examine the inside of that tank for rust & mayhem. I hope the the main Bosch pump still is working order or that's about another $100 for that replacement. I will also flush out the fuel line from the fuel rail to the filter area in the back.

If you are involving the gray wire in your voltage reading, you are looking at the level sender, not the pump voltage. Measure between ground and the black wire where it joins a yellow/red in the connector. The voltage at the right side of fuse 4 is the same reading. Be sure you measure the fuse holder, and not the fuse itself. And the voltage will not be there except for the first second after you turn the key on, during cranking, or during running.

Find the electrical connection for the pump. Remove the power harness and go directly on the terminals with twelve volts. A car sitting ten years need all the fluids flushed also.

Did you use this procedure on this site? You might be on the wrong side of those terminals.

The pumps could be gummed up with bad gas too!
