1993 Volvo 240: Mysterious Electrical Drain

The starter motor on our 1993 Volvo 240 cranks very slowly and does not have enough power to start the car. The battery is new and the starter motor is relatively new.
The car immediately starts when it is jumpered and runs fine. There must be an electrical short somewhere which is effectively draining the battery... I would appreciate any thoughts regarding this issue... It just began a few days ago.

Thanks in advance for any ideas.

Go to your nearest Autozone or Advance and have them check the battery. If the battery is fine, it could be the starter (brand new starters are as likely to be garbage as one from the junkyard; maybe more likely).

Well, if jumped it starts and does not when using a FULLY CHARGED battery, your issue has to be in the battery clamps or primary positive and negative wires.

this is assuming you do not have the PAL fuse block on the positive terminal.
