Get a HEPU brand water pump. I had a Volvo OEM water pump, now or that one was made in England, failed after two years.
Timing belt? Use ContiTech (A Continental brand or line). You can buy a kit that includes, I believe, the OEM manufactured tensioner belt. I've used Gates timing belts on the Volvo 240.
Unless the engine is replaced, as Onkel mentions here, the procedure is simple. You should use the square tooth timing belt that is used on all Volvo 240 with redblock overhead cam engine from 1976 to 1992.
To replace the timing require removal of the harmonic balancer crank pulley. You need a counter hold tool to secure the harmonic balancer crank pulley still while you remove the large bolt that secures the harmonic balancer crank pulley to the front end of the engine crankshaft. (How many miles on your 1992 240?) Many harmonic balancer crank pulleys on low friction redblock I-4 overhead cam engines are failing at the rubber bushing between the center metal and outer pulley sections. If deep cracks, you may want a replacement.
The Bentley Volvo Service Manual Bible is best. Yet you can check the FAQ (above on this page) for the procedure for B230 engines.
Some may also replace the front engine seals. Do this only if you or your mechanic has proper seal presses. Use the current grey or brown seals. Correspondingly, many will service the positive crankcase ventilation system to inspect, clean, and seal and vacuum leaks.
And as for mechanics, though agreed with Onkel in that t-belt rteplacement is not a hard task on Volvo 240, here goes some references:

Use the BBB and other consumer protection resources to verify if the shop is honest and fair. Though you have opinion sites on the web, and these can help, a small grain of salt with these.
Questions?
Hope that helps.
Thanks,
dud.
