title as what year?

Because of an emission test issue I am wondering whether it is possible to choose the titled year of the car based on the date of manufacture. If so, there might be some advantages regarding emissions test requirements. So... if my car was manufactured in 1995 can I argue that it should not be titled as a 1996 car? Just wondering...

Is it always based on the VIN letter code?

    You can argue anything you want....but doubtful you'd have any luck. The VIN ID's the model year -- and that dictates a number of things. Your car is a 96 model - regardless of when it was built. My 2009 WRX was manufactured in Aug. of 2008. My 1982 Volvo was manufactured in Dec. of 1981. My 2015 Honda Fit was manufactured in Aug. of 2014. Date of manufacture has no bearing on model year. Sorry.
