740GL Intermittent Hot Start problem 700 1990

Hi,
Now that the weather has warmed up again (Georgia), I'm starting to run into this issue I had last summer. This issue rarely occurs when the temperature outside is below 80 degrees - in fact I made it through the fall, winter, and early spring without encountering it.

What happens is, I'll finish a long trip where the motor gets completely warmed up, turn my volvo off, then when I come back within a couple hours, sometimes sooner, sometimes later, the key turns, the dash lights come on, but no solenoid click or starter turn at all. This only happens when the car is warmed up and after it's been shut off for a few minutes to 2 hours.

When this occurs, the things I have done below have made no difference
-Check battery voltage: Try jump starting.
-Verify all cables from battery to starter are connected and clean.
-Verify that all fuses are good.
-Try starting in neutral, jiggling the shifter from d to r while turning the key.

The last time this happened, I thought that maybe a temperature sensor was bad or something so I ran cold water over all the sensors I could see plugged into the engine block and radiator. The car then immediately started but this might have been a fluke.

What always works is to wait. Usually after the issue occurs, if I sit and wait for a few more minutes it will start right up. So, it seems to be related to how warm the engine and/or ambient temperature is outside.

Anyhow, my question is. What could cause this intermittent hot start - no turnover issue? Has anyone else run into this and solved it?

    Next time it doesn't crank try pouring cold water over the starter.
