Odd use of Blue Silicon? 900 1992

Hola
I have been inspecting my new to me 1992 940 and noticed some blue silicon kinda dripping out of the spindle for the Throttle butterfly. Car has 113,000 miles on it so many things look newish to me, but this looks real new. I have a stack of receipts but find nothing that would lead me to this. I am thinking maybe someone did a smoke test, discovered a slight leak and pushed some goo thru from the inside? Or has anyone seen such before on a b230?

Who knows? Many do strange things to their cars, and these Volvos are unfortunately reaching the stage where many employ chewing gum, bailing wire and duct tape to keep them running. I wouldn't overthink it.

Perhaps the plastic insert in the locking nut was worn and someone used the silicone to better secure it.
