Constant heat 200 1984

Our lovely old Volvo has an obnoxious and sometimes uncomfortable problem. The heat never fully turns off. Even with the temp gauge all the way set to cool (blue), the fan off, warmth still emits. It's only a problem in the summertime which is the only 2 months of the year we don't actually need the heat on.

What could be causing this?
