Constant heat 200 1984

Our lovely old Volvo has an obnoxious and sometimes uncomfortable problem. The heat never fully turns off. Even with the temp gauge all the way set to cool (blue), the fan off, warmth still emits. It's only a problem in the summertime which is the only 2 months of the year we don't actually need the heat on.

What could be causing this?

A few years ago I replaced my heater on/off valve. I installed a "replacement" valve as the originals are either non existent of very expensive. I had to install it on the passenger side because it wouldn't fit in where the old one was. It involved extra hose and control wire. Long and PITA job. (few hours)
Check the archives. I think I got the info there.
Or you could just go to a hardware store, Home Depot, etc. and get an inexpensive shut off valve and splice it into the heater hose. If I had to replace mine again, I'd do that!

I installed a manual valve in the heater line to insure that there is no heat in the heater core during AC season. I have never figured out how to post pictures on this forum but you can see the result here:

The heater valve may be broken and stuck in the full open position. I suppose it is also possible the cable became detached from the control lever. In either case, you are clearly not opening and closing the valve when you slide the lever. You can buy new ones.

My father has had the same problem for several years. He has learned to live with it, but I suppose I should fix it for him one day.
