I've got a black lever below my ashtray underneath the dash. Can someone give me a hand as to what this contraption does? (my suspicion is the actuator for the windshield washer fluid but because mine isn't setup I have no way to test).

    59445 has it right IMO, it's the hood release - pull to unlock, push forward to lock. Here's the pic from the owner's manual:



    As for the radiator blind, at least on my '62, it was simply a chain that you pulled out and locked by dropping a link into a slot. I don't think any of them were ever a levered arrangement.
