speedo bouncing after new cable install 200 1983

'83 244 speedo was bouncing at 60 mph and higher, My odometer was intermittent and both worked great at lower speeds. Figured the cable was going bad, so I replaced it.
About a 1000 miles later it is doing the same thing, I don't think it is the cable. I've read that there is a gear in the transmission the cable goes into.
How do I get to the gear to inspect/replace it? Is it possible that my speedometer cluster is going bad?
