Can't get into 4th Gear on Automatic 200 1990

This 1990 240 Automatic will NOT shift into 4th Gear.
SO far I have:
1. Checked the trans fluid --it's OK. (it also has a trans cooler added years ago)
2. Adjusted the kick down cable both in and out gradually in steps>>NO GO
3. See that the Overdrive relay is working by the light going on & off at the dash when the button is pushed on the shifter.
4. NOT SURE if the solenoid is actually working even with the light coming on at the dash since the car will not come out of 3rd.
5. Was thinking of shorting out the Relay to keep the Solenoid permanently out of the way. Bu am not sure that will make any difference with a questionable Solenoid.
6. What about cutting a BY-PASS CHANNEL in the old Solenoid like the idea they sell at IPD for $40?

Any good suggestions for this stuck in 3rd 240?

Just because the light goes on and off and the relay clicks doesn't mean power is actually getting to the solenoid. The weakest point in the system is the wiring to the solenoid. It is not uncommon to find it broken completely through.

If you don't need the lockout function, then by all means pursue the IPD plate or (as shown in the FAQ) modify the solenoid itself by grinding a channel so that 4th gear is always available.

I have the bypass plate in both of my cars, and like the reliability. Even though the solenoid setup is relatively easy to repair, it usually misbehaved at really inconvenient times.

+1 on the ipd plate mod.
