ZF vs. Cam steering rack with pictures; splines different but compatible? 700 1991

Trying to determine if a Cam steering rack can replace a ZF steering rack. Jorgen Auto says yes, my mechanic is not sure, he's going to try tomorrow morning but he already tried with no success. The splines are different lengths and are a little different. Can anyone tell me why these are or are not compatible. Sorry the pictures are not real clear, taken with my cell phone.
I have 2 more pictures, can I add them to same message here? Thanks.

    "Can anyone tell me why these are or are not compatible."

    Two reasons why they are compatible:

    1) Jorgen, who is in the business says they are.

    2) Volvo has compatibility requirements for varous replacement part suppliers. In the case of 700/900 cars there are three different rack suppliers (depending on model year): CAM/TRW, ZF, and Koyo.
    They ALL fit at the spines, but have different hose end fittings, inner tie rod ends, and minor mounting differences.

      OP, try to make sure the mech doesn't turn the steering wheel with the rack disconnected, this can misalign the clock spring for the horn.
      There is one difference in spline mounts that I have seen; the splines are the same but most have a cutout notch for the bolt so it's aligned correctly. One I had did not have the cutaway notch, but had a cut all around the splines, so the bolt could go on in any position.
      Getting the steering wheel straight And while keeping the clock spring set correctly, while making the rack centered when the knuckle is attached, is important.

    I can pretty definitively say that is Jorgen tells you it will swap, I would suspect your mechanic is at fault first. I can't make heads or tales of the picture.

    I will be honest that I have never even looked at the rack on my 940 or the 760 I had in the past but the CAM and ZF racks swap seamlessly on the 240's but the mounting hardware are different.
