Remove crossmember bolt from top or nut from bottom? 900 1994

I tried the bolt from the top of the crossmember with an impact wrench with no movement. So now I am wondering if I should be trying to remove the nut from under the crossmember?

I believe that the nut is captured and will not turn. The bolt is ... really Really tight, or should be, there is a lot of force on them.
