I think my turbo siezed 700

Hello,
First off I have a 1988 740 turbo (b230ft engine). So the car was running normally when I shut the car off today, then one hour later the car starts fine but any time I start to use any boost the car would fight me hard. So to get home I tried not to use any boost but just getting the car to where I could shift was very difficult. Does this sound like a seized up turbo? I always let the car idle for at least a minute before turning the engine off but she is old.
I checked all the hoses and lines for vaccume and turbo but I don't have any air leaks.
Can anyone tell me how I can check to see if the turbo is seized without taking it out? Or anyone that has experienced similar problems/experience.
Any help is appreciated,
Thank you,
Benton

Thank you for the replys. I checked the turbo and the compressor wheel (I think) spins real nice and seems in good condition. I probably have some kind of air leak that I am not finding, I hope at least. In any event I will hopefully have this fixed soon unless something else is going wierd. Also I did not have any smoking or anything like that.
    Thanks again,
    Benton

Remove the air intake hose and see if the fan spins freely..If blades hit the sides, needs repair. Some in & out play is okay. But that hose is know to collapse when trying to get into boost.

do it after the car's been sitting overnight. speed and oil can break free a sticking turbine but once the engine cools down you will be able to tell. a few months ago the bolts for the EGR on my turbo volvo shimmied their way out and left me with a large vacuum leak that made boost low. is there any smoke out your tailpipe?
