New 740 owner, post-speedo repair questions 700 1991

Hey all, newly aquired 740 turbo wagon and my 3rd Swedish car (2 Saab 9000's)--I just seem to stumble onto these!
Used the VERY GOOD speedometer capacitor instructions here and put it all back in and only get up to 45mph. Accurate in all ways up to that point. The article mentioned corrosion at the IC's causing this but couldn't find any additional opinions on this or suggestions as to how to proceed. I'll admit I didn't do a WHOLE lot of scraping around the legs of the IC's for fear of damaging the things so maybe some corrosion is still affecting??
What's next? Thanks for the help!

I attempted a repair on mine a few years back , replaced all capacitors to no avail. I suspected the ICs ( integrated circuits) . I could not source them. I ended up buying a used one off e-bay for $25. Though not from my year(91) it works fine with the exception that the gas gauge works backwards. I have gotten use to it. Should the speedo fail this time I will simply get an inexpensive gps unit as the fix ( cap replacement) is not guaranteed.

Might go for the post-92 and fuel fix....
