how to remove front plastic bumper cover? 200 1990

Hello all, I need to remove the front plastic bumper cover so that I can bolt a tow bar to the steel bumper bar hidden underneath. I found the four bolts that hold it on and tried to get them off with a socket wrench but they won't be budged. Are they welded? On my car they aren't rusty at all so I don't understand why I can't get them off.

Also another problem: I tried too hard to undo one of the nuts and the socket got stuck on there. How can I get it off? What is the proper socket size by the way?

I forgot the socket size but you will need a 1/2 inch drive ratchet with an extention, a deep socket and maybe some PB Blaster to soak the nuts. There should be 3 nuts on each bumper shock. You will also have to undo a nut on each side that attaches to the fenders. You will be removing the metal and plastic bumper in one piece, not just the plastic part.Leave the front spoiler attached to the bumper.
