Strange electrical issue 900 1996

When I start the car it doesn't always want to shift out of park and the headlights dont work. If I tilt the steering wheel all the way down and back up it usually fixes the problem. Does anyone have any ideas on what this is and how to fix it?

From your description I'll bet you have a bad ground connection which is common to both the headlight relay and the shift lock solenoid. For your car the headlight relay ground is connected deep under the radio and ash tray area on top of the transmission hump, and probably the shift lock solenoid ground is there too.

The vibration from moving the steering column up and down is probably just enough to make a temporary connection.

Also consider the ignition switch, an easy repair. On the next occurrence, try jiggling the key in the switch slightly when running, and see if it resolves.
