Sounds like you're already somewhat familiar with LH2.2, though I'm not sure what a good AMM "looks" like. They can be responsible for white plugs, just as poor fuel delivery. The top speed makes it sound like a fuel delivery problem.
Without a pressure gauge, you can sometimes get an idea how the delivery is working by listening to and quickly squeezing the return line out of the regulator. I never had any LH2.2 cars, so first be sure your return line is squeezable - not the rubber over nylon type. To listen, run the pumps without the motor by jumpering fuse 4 to 6. If you hear the fuel rushing through the return hose, it is a good sign there's pressure above the regulation point. The regulators don't usually fail slightly high or low; they go all the way or rupture the diaphragm (rich). Pay attention to the sound made by the main pump. It should be a smooth hum, slowed or loaded by a quick squeeze on the return line, when you can hear the ball slapping in the regulator.
