91 240 not charging 200

My 240 isn't charging. Using my digital volt meter, I have 12.38v at idle, I rev it up and voltage drops to 12.32v. Any ideas? Back story is that I've had this sedan for a few months, the PO put a rebuilt alt on it. It wasn't charging when I got it, found out that the wiring on the alt had came loose I reconnected it and all seemed well till a few weeks ago.
