Wipers won't stop 700

It was quite cold overnight and this morning, so my '92 745 Wagon wouldn't turn over enough to start. (I only drive it 2 or 3 times a week and it was not turning over too briskly the last time.)

After I charged it up (the hood was also frozen, so I had to use a heat gun) it started but both the front and rear wipers kept going in all positions of the wiper switches. The only control I had was to make them go faster in the fast position. I drove into town and back and they still do it whenever the ignition is on. Does anyone have any clue what could be causing this? Help!

Maybe the park switch in the wiper motor has failed.
The wiper switch could be shorted from pin 31b to 53a in the off position.
You can remove fuse 15 to stop the works.

I did identify fuse #15 as the one to pull from the owner's manual. However, the rear wiper is also going and it would have its own park switch.
