May this find you well. I think the motor is failing. Most likely, the carbon brushes - which which bring power to the armature - . are down to the minimum length.
As a result, one or both brushes does/do not make full contact with the armature. The motor cannot produce full power. If the armature stops turning, at a point where the brushes are not in contact, the armature will not move, until you push it to a point, where the brushes are in contact. That is why you sometimes can get it to run, by hand-turning the fan. Alternatively the armature may be worn-out.
While you might be able to fit new brushes to it - they're carbon, and can be re-shaped using sandpaper, if an exact replacement is not available - sometimes brushes are mounted, such that they cannot be replaced, without destroying the mounting. In that event, you simply have to toss the motor. The reason: when brushes are not meant to be replaced, the motor maker - even if still in business - usually will not sell brushes or the mounting.
I'd not waste time with it, but simply get a replacement.
