Poor running..replaced throtlle body...still stumbling 200 1990

1990 245 B230 with stumbling and poor running. Checked OBD codes and got 2-3-1 and 1-1-3. I think this is related to oxygen sensor failure...Any ideas?
While checking OBD codes, I did not hear the throttle position sensor click when I moved the throttle cable. I replaced the entire throttle body with a spare good one I had on hand, but still have the poor running and stumbling.
What should be my next step?

    Was it running well one day, then not so well the next or was it a gradual thing? How's your gas mileage?
