Those are just the back side of the holes which are used to secure the forward throttle shaft locator plate (also visible in the pic).

Ron,

Duh!! Man, do I feel stupid. The engine is apart right now and I'm getting ready to re-attach the carb set-up. I happened to see this picture I took and didn't notice the plate on the other side.
